Jailbreak is hacking your phone so you can install 3rd party apps to fully customise your phone, you can get custom sounds, themes and you can tweak your phone so it can do many things. Jailbreaking does allow you to unlock your phone which can be done by install Ultrasn0w or any other unlocking tweaks on Cydia.
Unlocking is simply allowing you to use any carrier, it doesn't allow you to do anything else that a jailbreak can do.
