As a business owner of an unlocking site, I can safely say yes there are websites out there that are safe. I run one myself (check the source below). You have to be careful. There are a lot of business out there that are SCAMS and I have come across a lot of them. The one you mentioned I have had no dealings with so I can't tell you if it is safe or not, be careful, read the reviews, check the web and do all your research first.
