Is there any legal or illegal way to bring photos back on iphone 4s?

If you haven't backed up your phone, you've lost it forever.
I guess you could get a voodoo which to cast a spell since science and the laws of physics will not get deleted photos back.
Has no one ever heard about backing up electronic file they wish to keep safe.
- Stolen iphone - any way i can get my photos back? My sisters iphone was stolen over the weekend, & she hadn't set up the icloud or find my iphone up, is there any way we can get the photos back from her phone without this enabled or the phone itself? Some really valuable ones of the family that we don't want to lose! All help would be gratefully received.thanks! The phone is stolen - i can't download anything to it now unfortunatly!
- My iPhone 5s has been dead for over a year is there any way to turn it back on? I've tried pressing all the buttons down for a couple seconds and the hairdryer trick, but they didn't work. I want to use my iPhone 5s for storing pictures and music because I'm already running out of space on my iPhone 6s. I don't want to spend money going to the Apple Store to get it fixed. Is there anything I can do to turn it back on? Nothing comes up it's just a black screen.

- Is there any way I can stop my old iphone photos from going to my new one? I just recently got a new Iphone 5 and I have an old 4s that i'm letting my sister use. Is there any way to stopping her pictures from transfering to mine?
