Is this a good deal and can I afford it?

$199 for an iPhone 6 and a $35 a month plan with unlimited talk and text but 5GB data? I make about $500 a month and I don't have other bills but I'm trying to save for an apartment and college. Also, I might need to start buying my own groceries soon.

How many GB iPhone 6, and is this USA?
$199 should get an excellent condition used 32GB version.
