Laptop Power Board needs replacing?

So, I'm buying a new laptop off Craigslist. The dude said that it needs a new "power board" and that it will only cost 15 dollars. What is that, and is he being honest? He said he'd throw in an iPhone 4s 16GB as well. I'm wondering if I'm being scammed here.

Probably. If he knows enough about what was wrong with it, why not fix it for $15 and charge a lot more?
Buying second hand electronics from a stranger that way is problematic at best. How do you know he legally owns any of it?

I think he means a new mother board considering that one actually need soldering skills to deal with a damaged power board. In which case unless he or you have the equipment/skills to do it then it is not worth $15 dollars.

Power boards are real, but, it is a outdated piece of hardware that you don't really see that often anymore.

Finally like many things online assume it is a scam unless a) it is rep dealer or b) you see it with your own eyes. Even then you don't have knowledge with technology I would be hesitant, but, it is my nature to be cynical of other people.

If anyone ever taken loose a laptop knows that what he is probably talking about is a power circuit board, the power switch sits on a circuit board in which has a connector on the bottom of the circuit board, motherboard does come in pieces for some laptops like a toshiba has a motherboard and a system board, in other words only a certain piece of the motherboard needs to be repaired, and he is right that small circuit board piece cost about that much, i doubt it's a scam he just don't want to fix it, probably don't want to open it up and mess it up
