My 8GB iphone 4 only has 6, 4GB space?

Why does my Iphone only have 6, 4 GB?
Does it have to do because I have Jailbroken it?
BTW, I calculated the Usage and its only 900 MB and it says I've used 3GB

Thats because your iphone already has lots of files on it. You can't delete these files. The fact that it says 6.4 gb it means that it is all the room you can download and delete things in.

The operating system of the phone (iOS) take up some of the space. That probably counts for the 900MB-3GB difference. As for it reading 6.4GB, there are different measurements for hard drive space, and there are various discrepancies between them. For example there's a difference between Gb and GB. A Gb is 1000Mb whereas a GB is 1024MB.

Gb = Gigabit
Mb = Megabit
GB= gigabyte
MB = megabyte

Some memory is taken up by built in features like the iOS itself. You can't blame that on Apple. No mass storage device has 100% user accessible capacity, not even your computer. This is just standard thing don't worry too about it. My "64 GB" iPhone 4S tells me that its capacity is 57.4 GB.
