My iPhone 4 is not being recognised on my laptop

My iPhone 4 is about 2 years old and to transfer it from one network to another I need to back it up on iTunes and then clear and restore it. However my iPhone just isn't being recognised by my laptop, as in, when I plug it in it won't charge and my laptop doesn't offer any options - like download photos. It does make the sound that something has been inserted in though. It was recognised however on my brother's laptop, if that helps? I know it's not the USB port because I have a USB mouse - and that works in both ports. My laptop has had some issues this week - on Wednesday it wouldn't start up properly but *hopefully* those issues are gone. We used Norton Utilities and at first it said my registry health was poor, but by Friday it was high. Another thing - my laptop didn't shut down after plugging my iPhone in yesterday, it just stayed at the spinning 'Shutting Down' icon all night. Do you have any advice?

Added (1). It's not the USB it is an official Apple one and it worked on my brothers laptop - and yes my iPhone is supposed to charge from my laptop, it used to. And yes my iTunes is the latest.

Answer: Probably a short in the cord. I think you might want to get a new USB. If that's not it, then you may want to contemplate taking your laptop to be fixed.

The USB cable from your laptop will never charge your iPhone. It is for data transfer only. Make sure you install the latest version of iTunes.

Make sure you use a genuine Apple USB cable purchased with your phone OR from an Apple retailer. There are many counterfeit apple products, especially USB cables and charges, that are complete garbage. You MUST use the $30 Apple charger and cable. Don't use the $2 knock-offs.

First thing id check would be the cable, could be broken somewhere, next I'd check by only having the iphone plugged in as sometimes me laptop can't connect to my phone as too many devices are running,

I don't get why you need to back up to iTunes and restore when changing network, I've changed network 3 times and all you do is take SIM card out and change with new simcard, I don't see the point of backing up to iTunes, I have in the past when upgrading phones, but there's no need,

My guess about your laptop is it needs to be formatted and having everything reinstalled, but first just try to remove iTunes off your computer and reinstall it
