You need to ask your carrier if they have a block feature for a phone that has service with the carrier when reported as lost or stolen by the owner of the phone. If so, the carrier will block the iPhone's IMEI number from being activated with the carrier. There's no way around this with the carrier that provides it.
If the iPhone is carrier locked, this won't prevent someone from hacking the iPhone to unlock it for use with another carrier.
