My iphone 5s is not fully setting up?

I purchased an iPhone 5s today and the number has not fully set up yet
i.e. I can't call or text or receive calls or texts
its been a few hours since i've turned the phone on and inserted the sim

is it normal for the phone to have not fully set up yet? Should i wait a few more hours?
what should i do if its not normal?
what do i do if it doesn't set up

Mine took ages well, I'm on Vodafone and it took hours, I went online and starting talking to this person from Vodafone he said it's not the phone but the currier etc so just wait a little longer

The battery was fully charged and i was using it only minutes before it died. When I checked my phone minutes later I could not turn it on and the iphone felt very hot. I tried charging it today and after a while it started charging again, but now at 5%. What could have happened? Should I send it back?
