If not charging then what difference does it make leaving it plugged in or unplugging it? Maybe you need to try another charger and wire and see what happens.
If you have a bad battery these types of problems will only get worse until you get it replaced. It just depends how much you want to suffer with it. Leaving it off won't help much.
