My son is 21 years old and is a college student which are during ok
He seem to get into trouble a lot - getting caught with weed, getting caught vandalizing ( 16 years old) - attending parties where they stole his new Iphone
Those are over the past years except for the iphone which was just stolen 4 days after he got it and it happened over the weekend.
He works partime but don't make much
He says we should let him move on his own so he can grow up.
He has not grown up yet after all the times he has been in trouble so I'm not sure that is a good idea

Let the boy go, he will figure "life" out on his own, without you being an atypical "helicopter parent."

What has been the consequences of his actions?
When he was caught at age 16 vandalizing, what happened.did he go to court. What did you do as his parent? Have any of his actions resulted in punishment for him.
When his phone was stolen. What happened.did you buy a new phone.
IF he does move out, you need to write out guide lines. What, if anything, will you pay for? He needs to know what you are going to do if he can't pay rent, or utilities, or doesn't have money for gas. What happens if you get a call from the police station. Are you paying for a lawyer?
Can he live on campus in a dorm. A good way to first live on your own.
You need to let him know what you will and will not do financially and if he gets into trouble.

Don't give him too much freedom and always keep an eye on him

Sure, he can move out. Just tell him that he needs to pay for rent if he's not living at home.
