How to know if someone blocked you from sending them a iMessasge and texts?

This guy work with and I are been texting since July 5. He asked for my number and would text me first. When I send him a iMessage from my iPod Touch to his iPhone it just says delivered. He usually reads my messages. If it just says delivered does that mean he didn't block me? A coworker sent him a text and he replied to the co worker but didn't answer mine.

Added (1). When I text him from my phone (Samsung illusion Android) it just says that the text was received. He works 2 jobs and helps his dad around the house.

My cellular data won't work for my IPhone 5s (AT&T Carrier)?

I have an IPhone 5s with AT&T as my carrier and recently my cellular data/internet hasn't been working at all. It will show that I have full bars (enough reception to where it should be working) and the LTE or 3G will show up at the top of my screen but when I pull up safari or google it just says "Could not activate cellular data network". I've had this phone for a few months now and it only recently started happening so I'm stuck to having to use Wi-Fi when I can. Rebooting my phone by holding down the on/off and home button hasn't worked and I also checked my Settings>General>About section and I still have plenty of data left on my plan. Would rebooting fix it the problem (or just anything else really)?

Can shower steam cause water damage to an iPhone?

Well my sister actually dropped her phone in our toilet, but won't tell my mom that. She has an iPhone 4. Anyways she told my mom it just shut down on her and my mom I guess looked at the little water damage sensor which showed water damage. So my mom went ahead and called the insurance people and the insurance guy says not to keep your phone in the bathroom while showing or the steam can mess up your phone. So she thinks that's what it is. I think it's possible, but does this really happen? Lol i've just never heard of this actually happening to someone's phone.

Should I buy the new iPhone or go for something else? Not sure about contracts and whatnot?

I've only ever had 4 Pre-Paid phones and only one of them was a smart phone (LG Optimus) and I'm curious about getting a new phone (New job & I'm moving out of my parents house) a few friends recommended I wait and get the iPhone 6 when it comes out, but I was wondering if I could get a second opinion or maybe another recommendation? I just want a phone that I can text on and have a good amount of music on. My iPod was stolen last month and I think it'd be nice to have both my texting and my music on one device instead of two. The other thing I'm concerned about is cell phone contracts, I've never had one and I'm worried I will get buried alive in little fees and whatnot. I'm a student and I don't want to have to live off top ramen because my iPhone demands $100 a month in extra fees, thanks for reading I look forward to seeing what you intelligent phone people have to say.
