Just lost my texts and now i can't send texts?

I'm on a tarrif where i get unlimited text 150 mins and 250mb of data (Vodafone)
and i was texting my mother and all of a sudden my texts wouldnt send and then my network went it came up no service on my phone ( i'm using an iphone 3gs i don't care about what phone i have as long as i have one lol ) then my network came back on and i have my internet and my calls but don't have my texts can anyone help me to sort this out

Can iCloud work without internet/Wi-Fi/cellular data?

I know for sure iCloud doesn't work without the internet, but to make sure; does the transferring of photos from iPhone 5s to iCloud work if there's no internet or whatsoever?

Like if I take photos without the Wi-Fi on, and then delete those photos later, will those photos I took be transferred to iCloud?

Why does my whatsapp profile pic take dats to change?

Whenever i change my profile picture, or update my whatsapp status it does not reflect these changes until 2-3 days later. I know this because i can view my profile from my friend's phone. Please help.

I'm using an iphone 4 running ios 7.0.4. Your help with solving this would be greatly appreciated.
