IPhone won't charge on laptop?

I have a Visible Green Smart Charger and it works perfectly fine in the wall and will charge with no problems but it won't charge in my laptop. I was wondering why this was happening?

My iphone won't get passed apple screen because of water damage?

I dropped my phone in my pool about 2 months ago. I recently tried to fix it ( note i didn't use rice or anything after i dropped it in) so i plugged it in and i got the apple screen and it reads ios 6 so i slide the setup bar and it said "connect to itunes" so i unplugged it and it went black. (I've got a new phone since but i woult still like to use my old phone) when i plug it in to my computer all i get is an apple screen and it turns itself on and off repedidly. So i tried to put it into DFU mode but it diddnt work it eventually turned on.
