My iphone 4s won't connect to Wi-Fi servers?

Okay so my brother recently gave me his iPhone 4S. Its about a year old, so there's no longer a guarantee, he decided to jail break it.

it was working fine, until i downloaded an app via cydia. The Wi-Fi then stopped working. It is unable to connect to any servers and the Wi-Fi switch itself is grey (it won't even let me turn it on/off)

i uninstalled the jail breal, but it still won't connect. When the Wi-Fi is able to turn on, the phone won't pick up any networks, even though they show, help?

It is has fallen in water for a quick second, and it worked for a year until i dropped it and the phone will not power, or charge. They say they will take phones that do not power up or charge, But will they take it if it has fallen int he water once?
