Pending Lost Mode on iCloud is no longer pending! What does this mean?

Okay, so I desperately need some answers. Please guys, this is killing me inside. So, I've lost my Iphone 5C. So I turned on iCloud and found its location. I activated 'Lost Mode' and 'Play Sound' but the phone went off as the battery was low. I could see the location but the 'Lost Mode' message that gets sent to the phone was 'Pending'. I made the mistake of blocking my cellular network immediately after, so I could no longer try calling the phone. A day later, 'Lost Mode' was no longer showing as pending and my phone started showing as 'Offline' on iCloud and the 'last seen location' on the map was no longer visible! What does this mean? I have now reactivated my cellular network on my lost phone, but when I call the phone, it says the phone is unavailable. Does "unavailable" mean that the SIM has been removed? Or that the phone is still off? Or that it is out of network range? If any of y'all might know, please help me cause I'm freaking out!

Dead battery or SIM card has been removed, for the situation, means the same thing, the phone is gone forever, time to get a new phone. If an honest person has found the phone, you may get it back, otherwise, report it lost, so it gets blacklisted and becomes a paperweight.

Yeap, I have reported it to the cops. Is there any way cyber crime can get it back? Also, I'm sure hackers have found a way to infiltrate the software even though the phone might be on Locked mode and the Lost my iPhone feature is actioned, and they don't have the iCloud ID? I mean, is there really no option for a thief besides using it as paperweight if Lock Mode is on? Cause the fact that it went "Offline" but that Pending mode was no longer visible, but that it has been saying the same thing "phone unavailable" when I call it, right from the time I lost it makes me wonder what the heck is going on!
