Problem with App Store: For some reason today I ran in issue of not able to connect to the App Store?

I've tried to fix it by rebooting my phone, reset all network setting, change the time to automatic, sign in and out of apple id, soft reboot, and none of these work. I have attempt to turn off the Wi-Fi and use my cellular data if my Wi-Fi was the problem, turns out not only I can't connect to the store with Wi-Fi, even using my phone service can't reach it as well. I'm not sure if my IPhone 8+ software is the issue as I had not experience this problem at all but it just happen today.
