Retro/Vintage Photo Texture?
I've been trying to look for a texture I can overlay onto a photo to make it look vintage or retro like the photo below. I love the authentic look of the photo. I edit using my iPhone (I know that's pretty lame) but I use the app called, PicsArt, and I use VSCO to edit my photos. I know on the VSCO App you can add a grain effect, but I wanna know how to get those hairline scratches like in the photo shown. If you know where I can download something for free or if there's any way to make my photos look as authentic as the one below, please let me know I I will greatly appreciate it:-).
I can just about guarantee that we who shot "vintage" photos using film never shot this kind of photo unless there was this kind of lighting falling on a persons face.
I would have to know what your definition of "retro" is to comment, but traditionally retro photographs are those photographed in the 1950's and 1960's and for the most part contained pastel colours.
As for what you are calling "hairline scratches", they are nothing but dust or bits of hair which was on the scanner when this photo was scanned.
Why you would want a dusty photograph is beyond my understanding. As a photographer shooting film, we did our absolute best to keep dust away from our negatives at all times
With PicsArt you can go to Mask>Texture and tap Texture 3, which gives the effect of scratches and such. You can edit the opacity of the effect to make it more subtle or more bold.

FX>Paper>Stenciler 3 and adjusting the fade to your liking.
