You buy it by placing a higher bid than others.
You transfer your number by placing your current SIM card into the iPhone. It will need to match the SIM tray for the phone (iPhone 5 and up take nano-SIM, and micro-SIM if it's an iPhone 4 S or earlier).
The refurb will need to be unlocked if it's not already on your carrier.
Put your SIM in the phone once you get it. That's it. (if it is GSM) assuming also if it is either locked to the carrier you are on or unlocked.
If it is a CDMA model you'd have to talk to your carrier about that.
