Should I Buy this iPhone?

I want to buy a used iPhone 7 Plus off of eBay but it says it is blacklisted and ICloud Locked. What does this mean? If I put my SIM card in, Does that mean I will be able to use it like a regular phone I bought brand new?

Blacklisted means that the phone's IMEI or ESN has been banned by all carriers, because the person who had the phone originally either reported it lost, stolen or decided to skip out on paying off the bill/phone. The phone can never be used as a cellphone on any carrier in North America, South America, Europe, Australia and some parts of Asia.

The added fact that is iCloud locked means you won't even be able to use it as an iPod.

The only way a blacklisted phone becomes un-blacklisted, is that the original account holder, pays off any unpaid balance on the phone/bill. And the likelihood of that happening? Let's just say I'm more likely to sprouts wings on national television tomorrow and then fly around the Space Needle waving at the cameras.

So should you buy this phone? Only if you want to find out that will lose your money, after being told it would happen.

You should only buy it if you want to waste money on a useless and possibly stolen phone. Those kinds of phones are usually only good for parts (and sometimes not even that).

Well for me anyway blacklisted would be an immediate no.

iCloud Locked means it requires the original Apple ID & password to be able to use it.

Basically this iPhone sounds like its a lost/stolen one trying to be resold.
