So yesterday i dropped my iphone 4s in the toilet?

Added (1). it was in there for about 15-20 seconds. It wouldnt turn back on but it was vibrating and making sounds when people texted me but it was totally black. I was at school so i couldnt put it in rice for another hour. The minute i got home i put it in rice for about a day and a half. It still won't work so i tried to charge it and when i did for about half a second the dead battery thing popped up on screen and then went black again i put it back in rice but i don't know what to do!

15-20 seconds was enough to drown the phone's components unfortunately. I've only known very few repair shops to fix a phone when this has happened because they basically have to go in and repair the entire phone and in every component. So, you would save a lot more time and money by just getting a new device. For example - $600 on repairing your phone for several days or weeks, or $600 for a brand new phone just like you had?
Also, if you have Verizon the only way you're covered in this situation is if you have insurance on the device. You can meet with Verizon and file on your device, and they will send you a new one to replace with an additional fee on $100 plus taxes (that's in FL, so check your local Verizon insurance guidelines).

As the phone was left on after it got wet I'm pretty sure you have fried a few components. But as it is still making sounds an vibrating then it could simply be the strip to the screen is either dislodged or broken which can be fixed with a simple screen replacement.

Luckily the 4S is easy to replace the screen unlike the 5> as they're assembled differently which requires you to take it apart fully before accessing the screen.

You can either take it to a phone repairing shop, not Apple as they won't repair it, they would just give you a replacement which may or may not be free depending on your warranty. Or if you're confident enough you can buy a screen and screen replacement tools from eBay and do it yourself. There are YouTube tutorials to help you along if needed.
