Stolen iPhone 5, what to do now?

So a family member has just had their iPhone 5 stolen (and we know it was stolen and not lost because we saw it happen). We immediately rang the local police & Vodafone and had the IMEI and SIM blacklisted, so the thieves can't use any network features any more. I also changed the passwords of all accounts associated with the device.

The problem here though, is that the person had never installed 'Find My iPhone' or the like, and the device had no passcode lock enabled on it (stupid, I know).
So even though it can't be used on a network any more, it can still be used as a standalone handset. My question is, is there anything else we could do about it?
I know it can't be triangulated or tracked without a court order, so is there any way to take action against attempts to wipe the phone and sell it as new?
I basically need it bricked, and I know for a fact Apple can do this through iTunes when the phone attempts to activate after a wipe, but they won't without a court order.

Note: I will ignore and mark as spam answers which just say 'Find My iPhone', or ones which suggest similar software. Keep in mind that the phone has already been stolen, so such answers are pointless.

Added (1). I also know for a fact that the phone company (Vodafone) has no control over the content over the phone, and it is they can't force a wipe on the phone, or cause it to shut down permanently etc, so please refrain from telling me to call them.

Call the phone company to shut down the service. So whoever stole it will not be able to get into your personal info
