It could be, iOS updates normally happen to fix many bugs that could happen with different phones or just to make the phone more modern. BTW the iPhones are getting slower and slower, but that is your choice.
Nobody here knows the answer to that, we aren't Apple and we wouldn't be allowed to tell you if we were.
If you can, wait until September where they will announce iOS 13 and what devices it supports. People though the iPhone 5S wasn't going to get iOS 12 and then it did, it also made it much faster.

Yes the 6s would support iOS 13.
If it didn't it wouldn't be a big deal as the phone of course would still work fine on iOS 12 but if there were any new features you'd like from iOS 13 then you'd be out of luck.

In my opinion it is more like an Iphone I prefer the Galaxy Note 2 over the Iphone 5 despite the size i think it is just overall better and the apps are free. Only thing I think is great about the Iphone is I have heard the battery life is amazing.
