This DOES fit the definition of a scam, right?

On Neopets I saw this ad at the top of the page that looked like a shaking text box like on windows and it said that if you clicked it you could win an iPhone 4s. I'm gonna report it to both The Neopets Team and AdChoices, but I wanna make sure I'm using the right terminology since I never talk about stuff like this. So is scam the right word? If not, what's the right word?

Added (1). Of course the ad isn't there NOW. It changes all the time. That's the way ads usually work.

That's just an ad they can't do anything about that.

I went to that site but I didn't see anything like that. But it could be legal. Maybe you have to fill our a survey and give them your e-mail address, then you receive all sorts of spam. It isn't theft so it's still legal.

I doubt the Neopets people would allow a scam, but if anything on the internet seems suspicious to you, just stay away from it!

They are getting paid to have the ads there, they are not going to delete an ad just because it is a scam. A large percentage of all ads are intentionally misleading at the very best.
