Transferring pictures from iPhone 5 to Windows 7 PC?

FIRSTLY.
Just to clarify- I have already went to the Apple support page to find out what to do, and that method does not work so please do not direct me to that page again. Do not direct me to this link again- http://support.apple.com/.../kb/ht4083. This does not help as I have 1740 photos but they only "found" 1349 photos in my phone.

Secondly, I have also went to the Computer tab and clicked on my iPhone folder and have also seen several folders with my photos in them. I have an extra 2 pictures, I don't know why. The problem is when I'm transferring my photos (I selected all of the photos, with and without selecting the "Local Disk" as well) to the folder in my computer, a pop up sign saying "The parameter is incorrect" popped up. I have no idea why, so that did not work too.

Thirdly, I used Dropbox. All was fine till I went out for awhile and the last 959 photos are not transferred. I have cleared my Dropbox space periodically to make sure that the space will not be filled up. But after I've cleared, the upload stopped at 841 photos. It's refusing to upload anything into the Dropbox account anymore. Which means even if the upload is completed, my photos will still not reach 1740.

The files are possibly corrupted, likely due to faulty segments of memory in the phone. I had a similar problem with an important video that would not copy off the phone no matter what method I tried, just started to copy and the progress would freeze. I tried many softwares that claimed to copy or move files to the computer but nada. Then I found this website not sure what it's called now but this is what they do, they copy troublesome files off smartphones and similar devices. I had to pay a fee of about four dollars and they did rip my video first time. Sorry I can't remember the name, just know that this service does exist, maybe more than one.
