Would depend where s/he is if they could get a signal or not. If they are stationed at a larger base, they probably have access to media & sports scores. Out in a remote area they may not be able to get a signal or have electric to charge the phones.

If someone is asking you to send them an iPhone, they are not an American, not a Soldier, and definitely not SF.

If you are just asking a general question, then the answer is probably yes. Like AD said, most of the larger bases have Wi-Fi hot spots. Most bases also have morale computers. Most SF troops will also have access to unclassified computers in their compounds where they can go to espn.com.
