Weird white cracks on skin problem?

For the last 5-6 years of my life I have had these weird white scaly legs. It is not something that can be scratched off or is 'above' the skin, but more like inside of the skin. But I can still see them. They are kind of like cracks that you would find on an iPhone when dropped, but it is on skin and they are white. The cracks aren't getting better with lotion. What should I do to make them Way less noticeable? I'm pretty sure its not eczema. My legs feel soft, but the white cracks are still there.

They sound like stretch marks. I have them too under my arms. There's a kind of lotion you can buy to make them less noticeable. They probably sell them in drug stores.
