What can a thief do with a stolen Iphone 4s?

Somebody steals Verzion Iphone 4s from USA. What he can do with that phone? Can he use Wi-Fi? Can he use the phone at all? What if he go in Europe?-Can he use it there on GSM! Is there any way he can use the STOLEN Iphone 4s in foreign country?
