It depends what iPhone you are using and what version of IOS you have and how much space you have left. What sort of things are you wanting to download? Normally most downloads are done through iTunes (videos, music etc), iOS tends to be fairly restrictive otherwise.

Currently I'm using the iPhone 5s on iOS 8.3 I know if I were to update my phone to the latest OS I may notice some slowdown on my phone's performance, since it may not have the "muscle" to handle certain functions.
