It means that your phone is locked in portrait mode (straight up and down) and can't be turned to landscape (sideways). You can turn this off by double clicking your home button and swiping to the right on the little bar that appears on the bottom of the screen and clicking the button that looks like the icon.

I think it means you turned on screen lock so in other words the screen dosnt rotate
