It will only work on one network (locked to it) and changing the sim in it won't do that. You have to buy the unlock code for it online. Not cheap either. Yes, unlocked is totally unlocked. Best luck.
Activation Lock is a feature that prevents unauthorized activation of a lost/stolen iPhone by requiring the owner's Apple ID & password be entered before. Of course if the intent is to sell the phone then the owner at that point must take the proper steps to ensure this wouldn't be an issue to the new owner.
- Unlock iPhone 4 with Activation Lock? I recently found my old iPhone 4, but at that time I used a different Apple ID. I barely remembered the email let alone the password. I tried a bunch of attempts, but when I finally figured it out it had "suspicious activity" and I needed to change my password.
