"iCloud Lock" ties the phone to the owner's Apple ID so that it can't be reassigned to someone else. The owner can use his iCloud account to track or erase the phone. It is reversible, so legit owners can sell their phone, but even without the lock it could still also be stolen.
IPhones have the ability to be locked to iCloud in cases where it is lost or stolen. That's probably what it is referring to.
