What happens if i report my iphone 6 lost at T-mobile?
Would they be able to give me a brand new one? Would they track down the device. And whoever stole it, will they be able to use the phone?

If you had some sort of insurance agreement with them, possible that hey would give you a new one.

As far as whoever stole it being able to use it, that would depend on what security settings if any you had on it. If you had no passcode for instance then nothing is stopping them from doing anything, though Activation Lock would prevent them from doing anything with it should they try a restore.
