Take it to your retailer (Verizon, AT&T etc.) or just simply ship it back to Apple. They will fix it for you. Also, you might want to try just plugging it in to iTunes first.

Your iPhone stores the passcode as a text file on its filesystem.use ifunbox to navigate to var/mobile/Library/Preferences and voila, you got it. You can also use openSSH to do this if youre jailbroken.
