None, because it doesn't exist.
Developing and supporting apps for certification on the App Store costs money. Writing and producing music also costs money.
In this case, "free" means "stolen" and Apple would not certify any app which encourages theft of intellectual property.
You want, you pay. That encourages music and app producers to keep making the stuff you enjoy. They can't afford to work for free.
You can do that in the default Music app with your own mp3 collection. Just download your music from the Apple iTunes Store, then play it in the Music app.
if that is not what you mean, then i think i'm confused. You can't listen to streaming internet music without internet.

However, if you use the stock music app that has been on iOS devices since they first came out about a decade ago, you don't need any Internet access at all. You simply need to copy your music from iTunes on your PC OR buy your music on the iTunes app on your phone. I've been doing this for years and have never needed any Internet connection to listen to my music.
If you have mp3 songs today you can just load them in itunes and put on iphone. Many do that.
Don't ask us to help you STEAL music.
