What is the name of this camera filter?

Does anyone know what the name of this filter is? I know I probably sound dumb asking but I just really want to know what this is called (referring to the picture below). For example, you can have a "black and white" filter on a picture, or "over exposure" or "vignette". And also do you know what iPhone app I can get that has this filter? Thank you so much!

Added (1). Well, I honestly don't really care if there isn't an app out there that has this. But I just want to know what this type of photo manipulation this is called? It may not be a filter but I don't know what else to call this type of photo edit. What is the name of this camera filter - 1

There's NO filter you can place on your cameras lens that will do that

The only think I can think of to name that thing is "ugly". Ugly filter.

That's not a filter. That's a special effect you put using a computer or during post-processing if you're Andy Warhol. B/W is a conversion not a filter. Overexposure is a setting, not a filter. Only vignetting which is achieved by masking the lens partially, can be considered a filter.

That is not a camera filter. No piece of glass which you can put in front of your camera's lens can create that effect.

Most bits of software or apps called filters should not be truly called "filters" - using that word is sheer laziness by the developers of the apps.

Mucking about in software can create effects like you have shown. Good dramatic lighting helps start off the process.

Two effects come to my mind - posterize and solarize
Many graphic software apps have them - or at least one of them.
But honestly with out a picture to work from…
I'm sure there's plenty of iPhone apps that have something similar. Just look for some photo manipuöation apps. The effects are quite basic.
