What place unlocks your iPhone 4s that has a password?

So I purchased a iPhone 4s on Craigslist and well when I got it it had pictures of the previous owner which was him. I told the guy that it had pictures and he said that he doesn't care about it, so when I got home it had a password which I didn't know of and I contacted the guy like 5x and he didn't respond what so ever. So I want to know if anybody knows if there's any way on how to unlock the iPhone so I can delete the account?

Put the phone in DFU mode and restore in iTunes. If it asks for an Apple ID and password, you got scammed. The "owner" probably stole that phone, and you're in possession of stolen property, which is a crime in most places.

And do you honestly believe that there's going to be a store that does this? Hell no. They could get sued for that!

Without either the phone password or the login for the itunes account it's connected to, the thing is scrap.

It's most likely stolen.

The need for a password and also the itunes account login info associated with the phone makes it impossible for any stolen phone to have any useful value.

The only way for a thief to make money on one is to sell it, pretending it's working.

Report them for Fraud - take all the info to the Police.

Unlocking won't help. All that does is allows you to use a service provider of your choice.

You need that password.

The only techs who can handle a reset are apple but make sure its not stolen and you have all the paperwork that went along with your sale. They will check the imei and then verify it was sold to you legally and then they can clear it properly

No "what so ever" cause there's no way around that, which is iCloud Activation Lock.
