What's cellular data roaming on iPhone 4?

Roaming is when you don't have connection to the tower but may have to other carrier towers, but you will be charged per minute if you use it. I always have roaming off, but its good to have in case of emergency if you were in a remote area and needed it and had no signal, you could turn on roaming and pick up another tower and still be able to use it.
