When changing sim cards, is all my info safe on my iphone?
My old phone network is closing down so I'm changing to a new one. My new sim card will be activated in less than 3 hours. I've synced my iphone to itunes. Do I need to worry about losing all my contacts and notes and everything, or is it all stored safely on the phone?
If you synced everything onto iTunes you should be fine. The only thing that may not have synced are your apps which can be redownloaded for free even you payed for them. Don't quote me on that but i'm pretty sure iTunes also syncs your apps. If you're using the same phone, but just a new sim card, you should be fine.
Itunes will back it all up, you can also just copy to icloud to be safe and go to http://www.icloud.com/...icloud.com to see what you have backed up.

When I look up the IMEI of my broken iphone 5s on iphoneimei.info it says it's 16gb and when I look it up on imei.info it says it's 32gb… Which site is more accurate? The iphone is stuck in recovery mode and will not power on unless connected and it won't tell me the storage capacity in itunes.
