What iPhone is it? If its older than a 5s then it's time to upgrade. If not then try to hook it up to a computer with itunes and get into recovery mode or dfu mode and try to update or worst case you may have to restore your phone to factory. Hope you have a backup.
Try holding the power and home button down to reset it. If it still doesn't come on contact Apple especially if it's fully charged.
