No, because you "shut off" the phone service. You will still be able to use the phone, however, you will not be able to make calls or text on a plan for that phne. So no.
It will work just fine as an ipod without a sim in it, but why not do as I did and get a 'pay as you go' SIM card for it? If you get the card on a different network then there's a chance that if coverage on one is bad, the other might work. You can still use it to make an occasional call or text if you need to
