It has a sim card slot so yes it is unlock-able the ios is 6.1.3

They aren't locked.
You would need to contact Verizon customer service in order to unlock it. They are the ones that would give you the code. However, may not have the unlock code for your phone readily available if it is older. You may have to show them a proof of purchase.
