Maradona's expertise was at being a great leader and zealous towards his team. He was specificly hailed for making Argentina champion of the world and that was by consistency as well as mere technique. But in terms of dribbbling we've seen things from messi that we haven't from maradona. So messi may be better with the ball but maradona is a more efficent and worthy player for a team.

I'd go with Maradona, like Zidane, he moved rather slowly yet for most players it was ridiculously hard to take the ball from them. If Messi moves slow he often loses the ball within seconds, he's only efficient when moving with speed. Still, my favorite dribbler and perhaps the greatest dribbler in football history was and still is Garrincha.
Neymar will most likely take the 11 as it's his main shirt number for Brazil and Santos.
