Why am I only receiving texts when connected to Wi-Fi?

I have an iphone 4, and I can only receive messages when connected to Wi-Fi! I can send them, but i only receive them when i get home or when i have Wi-Fi. Also, i can't send texts to my friend's ipod without Wi-Fi. Why is this happening & should I go to the verison store? (its not the cell service thats the problem because i can get calls)
