Why do my photos on my iPhone 4s take up so much storage?
I have 455 items on my camera roll. I have about 80 videos, none go over 2 minutes. The total storage used by my 455 items on my camera roll is 8.83 gb.
How do I fix this problem?
By lowering down some default quality will help to save space.
You can export them to the computer. Or check the iTunes Library if there's a lot of sync-failed files.

720p videos take up space regardless of how small you think they are in terms of time. They would add up overtime of course.
A fix? Clear out the videos/pictures. Could upload them to file storage sites/services
e.g. Facebook, Google+, Flickr, Dropbox, etc

But how come to the next day my camera is letting me take pictures again? I find this really weird if my storage is supposedly full? Why is this?
