Why does my phone only charge when it's turned off?

I have an iPhone 6s. My phone only charges when it's completely shut off, and even then extremely slowly. I've tried different chargers and I don't think that s it. When it's on and I plug it in the lightning bolt doesn't show up and the percentage fluctuates a lot.

Maybe the lightning port is dirty, try cleaning it out

Can you take it to the genius folks to have them check it? Maybe you need a new battery?

Should contact Apple about that.

I let it sit there for a couple minutes, I pressed the home button and the screen turned green, It was green for a minute. It shut off and won't turn on. I plugged it into the charger 20 mins ago and still no response. Also, my power button broke a whille ago. What can i do? Keep it plugged in until it turns on or should i unplug it for a couple days?
