You have to realize that it costs a lot of money just to upgrade it.

Because there's absolutely no need to increase it.

2MP, with a good lens, is easily sufficient for an A4 sized print. You need to quadruple the MP count to get twice the linear resolution, so 8MP has twice the resolution of a 2MP camera, and you need to go to 32MP to double the resolution of an 8MP camera. All those extra megapixels also require far more processing power and memory, and the overwhelming majority of users never view their images on anything more detailed than a hi-def TV or computer screen where they won't see any benefit at all from the excess wasted megapixels.

Phone cameras have absolutely tiny image sensors, and the more megapixels you try to squeeze out of them, the more image noise needs to be dealt with as the signal to noise ratio is far worse than when using a larger image sensor with the same number of megapixels.

I've no idea about the tech specs of the iPhone 6, but users would gain far more from money invested in an improved lens and better image processing than a crude and counter-productive increase in the megapixel count.

More MP does not equal better pictures. Just means bigger ones.

More MP doesn't mean a better picture, as long as you got a good lens then your picture will turn out great. You shouldn't need anything above 5MP. The bigger number doesn't mean better. More MP is how much you can make the image bigger.
