Why isn't the iPhone 6S Plus in stock in my city?
Today I drove to many stores in hopes of finding a 64 GB Rose Gold iPhone 6s Plus, but every store i went to didn't even get the 6S Plus in stock today. Some of the workers said that Apple hasn't fully released the 6S Plus yet but what exactly does that mean?

Added (1). Every store I went to didn't even get the 6S Plus in stock today. It's not about them selling out, it's about them not getting any of them from Apple.
I know it was available for pre-order, so maybe they only gave every location that sells it enough to satisfy those orders and no more?
Apple said there would be a limited release of the phones today, and they go fast so if you didn't go early you probably missed your chance to grab one today. However, you could look forward to even more phones being released tomorrow.
Yield issues, not as much 6s Pluses vs 6ss
They've probably only soft-released it, ergo they have only released it in large cities, or in major stores, to see how it will sell first. If it sells well, they will keep doing it. If not, they may reduce the price before rolling it out completely. If it sells out quickly then they will raise the price when they roll it out to the public.
It takes a while between when they are released until they have sufficient quantities to meet customer demands in all of the places offering them. The largest markets naturally have the heaviest sales and thus get first shot at the new devices. You are also looking at the newest color, which means it will be the most popular choice in the beginning. Backlogs on some models meant people had to wait weeks and even a few months on a few items that they actually sold many more of than they had produced. (customer demand vs number produced needs to be equal to show the best profits, but in that instance, customer demand far outstripped the estimates of number needed!)
May be your city didn't get iPhone 6S+ yet so wait a few more days and visit the store or you can book one online from Apple website.

On the website it says that is is out of stock. I'm not willing to pay for a 5s and not interested in the 5c or 4s. Will the iphone 5 come back into stock online on the 3 store? I know that Apple discontinued it, but many places are still continuing to sell it. Would 3 continue selling it?
