Why will my iPhone not finish updating to iOS 7?

I've been trying to get iOS 7 on my phone since 2pm the day it came out and now that the two loading bars are finished my phone is getting stuck again. It just keeps showing the silver Apple icon over the black background (it's what you see when you turn it on initially) then a black screen and will randomly vibrate and make the noise of what I assume is a new notification tone that came with the update. But since this is a new update and I'm probably the only one with these problems no one will be able to help me. So just any insight or ideas would be greatly appreciated.

Currently I'm using the iPhone 5s on iOS 8.3 I know if I were to update my phone to the latest OS I may notice some slowdown on my phone's performance, since it may not have the "muscle" to handle certain functions.
