Will my Cincinnati Bell SIM card work in an iPhone 4 from AT&T?

So I have an iPhone 4 for AT&T but I have a Cincinnati Bell Wireless phone plan. If I cut my SIM card down to fit the iPhone SIM slot, will the iPhone work for me? I don't want to cut the SIM and it not work

It will not work, unless your iphone 4 is unlock to use with other networks.

Assuming the carriers are the same technology (3G, 4G, LTE, etc), you may need to get the Unlock Key from AT&T. The Unlock Key allows you to remove the lock from the carrier you bought your phone from. They may have good reason to not unlock your iPhone for you. If, for example, you (or the previous owner) of the iPhone still owes money for the phone or the account, AT&T may insist on getting paid before they unlock the phone.

Both companies run off of GSM bands and so if your ATT phone is unlocked than the you could theoretically put a Cincinnati Bell sim card in the phone… But not if the sim card doesn't fit! You can't just cut the sim card down in order for it to fit. Will not work.
